Will Google penalise programmatic pages?

Not for being programmatic. Google targets pages made at scale mainly to rank, with little value for the reader. Every page we build has to carry data or answers that are unique to it, or it does not ship.

How many pages should we start with?

Usually a first batch of a few dozen to a few hundred, enough to prove the template earns indexing and clicks. Then we scale what works.
